In de volkstelling van 2011 telde de (voormalige) gemeente Picar {{formatnum:937}} inwoners, een daling vergeleken met {{formatnum:1664}} inwoners op 1 april 2001.<ref>[https://www.citypopulation.de/php/albania-admin.php The population of the municipalities and municipal units of Albania by census years.]</ref> De bevolking bestond voor het merendeel uit etnische [[Albanezen]] (821 personen; 87,62%), gevolgd door 1 etnische [[Grieken in Albanië|Griek]] (1 persoon; 0,11%).<ref>{{sq}} [http://pop-stat.mashke.org/albania-ethnic-comm2011.htm Ethnic composition]</ref>
