:This is an unfinished process of centuries, with the change in the procedure of the [[en:Dutch cabinet formation]] as the most recent development in 2012. The most drastic change was probably the [[en:Constitutional Reform of 1848]], but the process seems to have started already before that. This is at least what I remember from Dutch history.
