Williams begon in 1968 met acteren in [[1968]] met de televisieserie ''[[Dragnet 1967]]''. Hierna heeft hij nog meerdere rollen gespeeld in televisieseries en films zoals ''[[Dog Day Afternoon]]'' (1975), ''[[The Deep]]'' (1977), ''[[The Jerk]]'' (1979), ''[[Edward Scissorhands]]'' (1990), ''[[Homefront (televisieserie)|Homefront]]'' (1991-1993) en ''[[The Shield (televisieserie)|The Shield]]'' (2002).
Williams was ook actief in het [[theater (gebouw)|theater]], hij maakte in 1971 zijn [[debuut]] op [[Broadway theatre(theater)|Broadway]] in [[1971]] met de [[musical]] ''Ain't Supposed to Die a Natural Death''. In [[1974]] won hij een [[Drama Desk Award]] voor zijn optreden in het toneelstuk ''What the Wine-Sellers Buy''. Hierna heeft hij nog meerdere rollen gespeel op Broadway en [[Offoff-Broadway]].
