Het zeventiende Europees kampioenschap voetbal onder 16 werd gehouden van 24 april tot en met 7 mei 1999 in Tsjechië. Het toernooi werd voor de vijfde keer gewonnen door Spanje. In de finale werd Polen met 4–1 verslagen. Duitsland werd derde.

Teams hadden voor dit toernooi ook de kans om zich te kwalificeren voor het wereldkampioenschap onder 17 in 1999 in Nieuw-Zeeland, dat al enkele maanden na dit toernooi zou beginnen. De beste drie teams van dit toernooi konden zich voor het WK-17 kwalificeren.
